Peter Stevenson has been in touch with some more images and some information about the Northampton Town team in 1938-39...
I've located a few more full sheet programme insert images (not originals) which are attached. Oddly, the manager Warney Cresswell doesn't appear in the team photo, although he was with the club between 1937-1939. I have a near identical version of that team photo but labelled slightly differently. J. McKinnell was seemingly not a player and in my picture is designated Assistant Trainer. My picture also has K. Gunn's head superimposed in the top left corner next to W. Baron. 
All of the identified individuals but one played 1st team games for Northampton that season. Whoever A. Ford was, he certainly didn't make the 1st team that, or indeed, any season but could have been in the reserves. I don't have any programmes of that vintage to check further. 
This all ties in with your observation about the size of the squads which some teams had in that era. As you say, twenty-two players in the photo but looking at that season's stats, a total of thirty different individuals turned out for the Cobblers 1st team across 23 home league and cup matches, although some could have been brought in as the season progressed.
